Smart cities are a concept that utilizes high-tech
systems with the aim of improving the quality of life, and this is achieved
through the use of these systems. However, the management of smart cities is
equally important to their establishment. Therefore, the approach of smart
governance is adopted in smart cities.
Smart governance is a management approach that aims to
involve all city residents in city governance and encourages a transparent,
open, and participatory form of governance. This approach promotes a management
style where individuals have more information about their cities and supports
their active involvement. Additionally, smart governance facilitates quick
decision-making and effective utilization of resources. Embracing the approach
of smart governance in smart cities will empower individuals to have a greater
say in shaping their cities and contribute to directing cities towards a more
sustainable future.
As part of the smart governance framework, the Zoning Status Information Module has been developed. It enables querying any cadastral parcel for spatial plans uploaded by relevant institutions and organizations. It provides access to the specified construction conditions mentioned in the plan and can issue Zoning Status Certificates for informational purposes.
In order to create, implement, and sustain
smart cities effectively and efficiently, it is essential to establish an
ecosystem where all ecosystem stakeholders actively participate. Within the scope
of the 2020-2023 National Smart City Strategy and Action Plan, a total of 16
smart city components have been identified, and one of these components is
smart governance. Smart governance, unlike traditional public administration
methods, involves a governance approach that enables faster, more accurate, and
effective decision making in public administration processes such as analysis,
planning, implementation, and policy-making, based on principles of
transparency, participation, and accountability.
Stakeholders related to smart cities should create an open and inclusive vision for the city, adopt a participatory approach to all aspects of service design and delivery, digitally transform urban systems comprehensively and inclusively everywhere, and foster collaboration for transparency and sharing in the functioning of the city. Failure to do so will result in inefficient management of resources and services and the inability to implement the right practices at the right time and place. Therefore, it is crucial for public institutions and organizations that utilize the e-Plan Automation System and generate plan data to upload this data accurately, comprehensively, consistently, and in a timely manner to the e-Plan Automation System. This will accelerate the transformation of cities into smart cities, facilitate public access to data, and contribute significantly to strengthening a transparent governance approach.
